Cook onions and garlic in oil for 3–5 minutes. Brown the mince, breaking up lumps. Stir in cornflour for 1 minute, then add rogan josh paste and stock. Simmer partly covered for 10 minutes.

Heat the oven to 200°C, or 180°C fan. Oil a 25 × 30 × 5 cm baking dish. Layer one-third of the potato mixture and one-third of the mince; repeat twice, ending with mince. Cover with foil and bake for 60–70 minutes.

Mix grated paneer, panko, salt and melted butter. Remove foil, spread topping over the bake and cook for another 30 minutes until golden and potatoes are tender. Stand for 10 minutes and serve with steamed vegetables.
