At this stage, preheat oven to 375°F (190°C). Lightly grease a 9x13 inch baking dish.

In a roomy skillet on medium-high heat, cook 2 pounds ground beef, 1 medium white onion (diced), 1 medium green bell pepper (diced),; then 2 medium celery ribs (diced) about 12 to 15 minutes until beef is browned and the vegetables soften.

Stir in 4 teaspoons minced garlic and cook for an additional 60 seconds.

Turn off the heat; then stir in 2 tablespoons Worcestershire sauce, 1 (15 ounce can) tomato sauce, 1 (6 ounce can) tomato paste, 1 tablespoon brown sugar, 1 1/2 teaspoons salt, 1 teaspoon ground mustard, 1/2 teaspoon black pepper, and 1/2 teaspoon crushed red pepper flakes. mix to mix together.

Spread sloppy joe mixture evenly into the prepared baking dish. scatter about 1/2 cup of the shredded cheddar cheese over the sloppy joe mixture. Top with 32 ounces frozen tater tots, arranging in a single even layer. scatter the remaining shredded cheddar cheese over the top.

Bake, uncovered, in the preheated oven for about 30 minutes, or until the tater tots are cooked through; then the cheese is melted and bubbly.
